Pay your HPSEBL bill on Subspace: Himachal electricity bill guide
Electricity in Himachal Pradesh is supplied by Himachal Pradesh State Electricity Board Ltd (HPSEBL), which still carries the old board name. Every HP electricity bill shows a consumer ID, 12 digits on newer connections and 11 on some older ones, and that ID is what you use to pay. HPSEBL takes payments through its own payment gateway, through Bharat Connect (BBPS) apps such as Subspace, and by NEFT/RTGS to a personal virtual account built from the consumer ID. This page explains each route, how to pay several bills at once (handy for a family with connections in Shimla and the home village), what HPSEBL's domestic tariff charges, and the official helplines.

Three ways HPSEBL accepts payment
HPSEBL's online payment page lists three modes for electricity bills: its payment gateway (debit card, credit card, net banking, wallet and UPI), BBPS (Bharat Bill Payment System, now Bharat Connect), and RTGS/NEFT. The NEFT route is unusual and useful for anyone who pays from a bank account rather than an app: each consumer gets a permanent virtual account number, so you add it as a beneficiary once and transfer the amount each cycle.
| Mode | How it works | What you need |
|---|---|---|
| Payment gateway (single bill) | Quick Payments → Single Bill Payment on hpseb.in | Consumer ID |
| Payment gateway (multi bill) | Quick Payments → Multi Bill Payment (app.hpseb.in/multibill) | All consumer IDs |
| BBPS / Bharat Connect apps | Pay in any BBPS app, e.g. Subspace | Consumer ID |
| NEFT / RTGS | Beneficiary account HPSEBL + consumer ID; IFSC YESB0CMSNOC (Yes Bank) | Consumer ID, net banking |
Your HPSEBL consumer ID
The consumer ID is printed on your bill and is 12 digits on most connections; some older IDs are 11 digits. HPSEBL's own example is 097074000011. Enter it exactly, including any leading zero. For NEFT, the beneficiary account number is the letters HPSEBL followed by the ID, so that example becomes HPSEBL097074000011, with IFSC YESB0CMSNOC (that's a zero after YESB). HPSEBL's instructions say to pay the net amount by the due date, or the net amount plus the late payment surcharge after it.
View, download and track an HPSEBL bill
About 95% of HPSEBL consumers are billed monthly; connections in hard and tribal areas are billed every two months. To see the latest bill without an account, open the HPSEBL Consumer Portal (cportal.hpseb.in) and choose View Your Energy Bill under services available without login. Search by consumer ID or registered mobile number to get the bill as a PDF, with a Pay Now button.
Log in to the same portal with a one-time password sent to your linked mobile to download past bills and payment receipts and see bill, payment and consumption history for the last 12 months. The official HPSEBL app shows bill payment history too. After an online payment you get a transaction reference by SMS or email; HPSEBL asks you to wait 24 hours (48 on holidays) before chasing a missing receipt.
HPSEBL's payment page also spells out the rule on unpaid bills: a surcharge is added as per the tariff order, and the connection can be disconnected after a 15-day notice under Section 56(1) of the Electricity Act, 2003.
What HPSEBL’s domestic tariff charges
The Himachal Pradesh Electricity Regulatory Commission's order for 2026-27 keeps the domestic schedule simple: one rate for the first 125 units a month, a slightly higher rate beyond that, and a fixed charge of ₹85 per connection per month (₹55 for lifeline consumers and in tribal and difficult areas). Lifeline and BPL households using up to 60 units pay a lower flat rate; cross 60 and the normal domestic rates apply to every unit. Rates for 2026-27 are one paisa lower than last year.
These are the commission's rates before any state government subsidy. The order notes that no subsidy had been communicated when it was issued; HPSEBL applies any subsidy the state announces later, and your bill shows it. HPSEBL circulars also record that the extra subsidy was withdrawn for use above 300 units a month from October 2024, and for some groups since. A fuel cost adjustment (FPPAS) is charged monthly, and late payment attracts a surcharge of 1.5% a month.
| Consumer / monthly units | Energy ₹/unit | Fixed charge |
|---|---|---|
| Lifeline incl. BPL, up to 60 units | 4.71 | ₹55 per month |
| Domestic, 0–125 units | 5.44 | ₹85 per month |
| Domestic, above 125 units | 5.89 | ₹85 per month |
HPERC FY 2026-27 domestic rates for a regular (non-lifeline) connection, before any state subsidy, FPPAS and electricity duty.
| 60 units | ₹411.4 |
|---|---|
| 125 units | ₹765 |
| 200 units | ₹1,206.8 |
| 300 units | ₹1,795.8 |
