APDCL bill payment and smart prepaid recharge on Subspace

Assam Power Distribution Company Ltd (APDCL) supplies electricity across Assam, and it is moving homes to smart prepaid meters fast: its own tender documents expect every consumer to be on smart prepaid by December 2026. That's why most searches for apdcl.org are about checking a prepaid balance or recharging, not paying a bill. Either way you need the 12-digit consumer number APDCL now uses. This page maps the tools on apdcl.org (pay bill, view bill, smart prepaid balance and recharge), explains what APDCL Easy Pay is, covers Assam's 2026-27 domestic tariff, and shows how to pay or recharge through Bharat Connect (BBPS) on Subspace.

Your 12-digit consumer number

APDCL has moved consumers to a new 12-digit consumer number, and its portal checks for exactly 12 digits. Older connections in R-APDRP towns had 11-digit numbers, which the portal still references, and many guides online still say 11 digits. In payment apps you may see APDCL listed in more than one variant (RAPDR and non-RAPDR, plus a smart prepaid biller); pick the one that matches your bill and use the 12-digit number. APDCL's SMS service takes the format BILL followed by your 12-digit consumer number.

Smart prepaid: checking balance and recharging

On a smart prepaid meter, APDCL bills you on your daily consumption and deducts it from your prepaid balance every day, so the balance falls steadily rather than once a month. Check it on apdcl.org under Smart Prepaid Balance, and top it up under Recharge Prepaid before it runs out. APDCL's process note for switching from postpaid says there's no disconnection for 72 hours after conversion, which gives you time to make the first recharge.

You can also recharge through Bharat Connect: APDCL's smart prepaid biller is listed as Assam Power Distribution Company Ltd – Smart Prepaid Recharge, and APDCL's own tender papers note that bills and prepaid recharges can be paid through BBPS-integrated apps. On Subspace, open Electricity, choose that biller (or the regular APDCL biller for a postpaid bill), enter the 12-digit consumer number and pay by UPI. For how prepaid meters work in general, see smart meter recharge.

Assam’s domestic tariff for 2026-27

AERC's order of 6 March 2026 left Assam's rates unchanged for 2026-27. Small homes on Jeevan Dhara (load up to 0.5 kW, up to 45 units a month) pay ₹3.35 a unit and ₹40 a month fixed. Other homes (Domestic-A, load up to 5 kW) pay telescopic slabs from ₹4.25 to ₹8.19 a unit, plus ₹70 per kW per month. These are effective rates after the Assam government's subsidy. A Jeevan Dhara consumer who goes over 45 units a month for two months in a row moves to Domestic-A. Late payment attracts a surcharge of 1.5% a month.
